Could not acquire a lock within the specified wait period

Hi Mates,

I am getting insufficient resources error in my DBACOCKPIT. When i check the error i am getting the below meassage.

This is the first time i have got such erroe. Is it only warning or error. How should i overcome this.Your help is needed.
